The Minister for Housing, Local Government and Heritage has agreed with the Commissioner of Valuation that the Commissioner will defer the revaluation of rateable properties in the local authority area of Dún Laoghaire-Rathdown until 2023.

A letter has issued to all ratepayers regarding the deferral.

October 2019

On 15th October 2019 the Commissioner of Valuation, John O’Sullivan, signed a Valuation Order for the rating authority area of Dún Laoghaire - Rathdown County Council.

The signing of the new Valuation Order follows the completion of a statutory consultation process between the Commissioner of Valuation, the Minister for Housing, Planning and Local Government and Dún Laoghaire – Rathdown County Council.

The revaluation is part of an ongoing national programme to ensure that the rateable valuation of all commercial and industrial property in Ireland reflect the contemporary business environment. The purpose of revaluation is to bring increased transparency and more equity to the local authority rating system. Following revaluation, there is a much closer and uniform relationship between the current annual rental values of commercial properties and their commercial rates liability.

Neither residential property nor agricultural lands are rateable and consequently are not affected by the revaluation.

The new valuations for the areas undergoing revaluation will be published in 2020 and become effective for rates purposes from 2021 onwards. 

May 2020

Due to the impact of COVID-19, the Minister for Housing, Planning and Local Government agreed with the Commissioner of Valuation that the Commissioner will defer the revaluation of rateable properties in the Dún Laoghaire-Rathdown County Council area until 2021.

New valuations arising from the revaluation of the rating authority area of Dún Laoghaire-Rathdown will now be finalised in September 2021 and become effective for rates purposes from 2022 onwards. This is in line with the timeline for finalisation of new valuations in the Reval 2021 Local Authorities of Clare, Donegal, Galway, Kerry and Mayo County Councils and Galway City Council.

This decision relates specifically to the revaluation of Dún Laoghaire-Rathdown, which had been scheduled for completion in 2020, and has no impact beyond that.

February 2021

Due to COVID-19, the Commissioner of Valuation, with the consent of the Minister for Housing, Local Government and Heritage, has today (24 February 2021) further deferred the revaluation of rateable properties in the Dún Laoghaire-Rathdown County Council area from 2021 until 2022. 

New valuations arising from the revaluation of the rating authority area of Dún Laoghaire-Rathdown will now be finalised in September 2022 and become effective for rates purposes from 2023 onwards. This is in line with the timeline for finalisation of new valuations in the Reval 2021 Local Authorities of Clare, Donegal, Galway, Kerry and Mayo County Councils and Galway City Council which have also been deferred.

Revaluation Information Packs

Revaluation Information Packs were sent to each relevant occupier in the rating authority area of Dún Laoghaire Rathdown County Council on 15th October 2019.

Valuation Order

On 15th October 2019 the Commissioner of Valuation, John O’Sullivan, signed a Valuation Order for the rating authority area of Dún Laoghaire - Rathdown County Council.

In May 2020, due to Covid 19, the Minister for Housing, Planning and Local Government, agreed with the Commissioner of Valuation that the Revaluation of Dún Laoghaire - Rathdown would be deferred until 2021. To give effect to this decision, the Commissioner, in exercise of powers conferred by section 21(4) of the Valuation Act 2001 (as amended), with the consent of the Minister, made an order on 11th September 2020 substituting 15th September 2021 as the new date of publication of the DLR valuation list with a new effective date of 29th October 2021.

In February 2021, the Minister for Housing, Local Government and Heritage agreed with the Commissioner of Valuation that the Commissioner would further defer the revaluation until 2022. To give effect to this decision, the Commissioner, in exercise of powers conferred by section 21(4) of the Valuation Act 2001 (as amended), with the consent of the Minister, made an order on 29th March 2021 substituting 15th September 2022 as the new date of publication of the valuation lists with a new effective date of 28th October 2022.
